Community Disaster Partnerships
A holistic approach to strategic empowerment of vulnerable communities
“Whether they are at an airline or at a command center, experts will err on the side of excluding the public, as we have seen. If they can avoid enrolling regular people in their emergency plans, they will. Life is easier that way, until something goes wrong.”
― Amanda Ripley, The Unthinkable: Who Survives When Disaster Strikes—and Why
Team EMCP believes that meaningful preparedness begins by ensuring every community has a voice in the planning process. We believe that underserved and vulnerable populations provide critical insight into risks, barriers, and preparedness gaps that are often overlooked through traditional assessment methods.
By working directly with community leaders, faith-based organizations, advocacy groups, and local stakeholders, EMCP helps identify community-specific challenges and develop practical preparedness and response strategies that are inclusive, accessible, and culturally appropriate. This includes supporting multilingual resources, improving communication accessibility, reducing barriers to engagement, and creating preparedness initiatives designed around the real needs identified by the community itself.
Our approach strengthens both community resilience and healthcare delivery systems by promoting inclusive preparedness and empowering individuals to actively participate in their own safety and readiness. When communities are informed, engaged, and prepared, panic-driven demand on emergency resources is reduced, confidence in local support systems increases, and access to critical information becomes more effective across multiple communication platforms.
At EMCP, we believe resilient communities are built through collaboration, trust, inclusion, and empowerment.
